The following is the local media release for the Warman Detachment of the Royal Canadian Mounted Police for the week of June 24, 2019 to July 8, 2019.
Police received 363 calls for service from June 24, 2019 to July 8, 2019.
Traffic:
June 24, 2019 at 10:15 a.m. Police received a complaint of a semi driving erratically on Highway 14 near Asquith. The caller advised that the semi was swerving on the highway. Police contact the caller who advised that the semi had turned off the highway. There were no further calls received regarding the semi. June 25, 2019 at 8:30 p.m. Police received a complaint of a possible impaired driver in Warman. The caller felt that the driver may be impaired due to the way their vehicle was parked at the location. Police attended the location and spoke to the 31 year old male driver, who was at the location to do maintenance and was not impaired. June 26, 2019 at 1:05 a.m. Police received a complaint of an abandoned vehicle on Highway 11 south of Warman. Police attended the location and found that the vehicle had previously been reported stolen from Saskatoon. The vehicle was towed back to Saskatoon police service for further investigation. June 26, 2019 at 12:45 p.m. Police received a complaint of a single vehicle rollover in the RM of Montrose. The caller reported that they came across the vehicle abandoned on it’s roof. Investigation into the cause of the roll over is ongoing. June 26, 2019 at 3:45 p.m. Police received a complaint of a possible impaired driver in Martensville. Police located the vehicle and spoke with the 59 year old female driver from Martensville. She was taken back to the Detachment to provide a breath sample. She was released a short time later on documents for an upcoming court date on Impaired driving charges. There were no injuries. June 26, 2019 at 5:30 p.m. Police received a complaint of a single vehicle accident on Highway 12 near Martensville. Police attended the scene and found that a 66 year old male driver was injured in the accident. A 95 year old female passenger was transported to hospital for treatment of her injuries and succumbed to her injuries a short time later. Police believe that the driver suffered from a medical condition which contributed to the accident. There were no charges. June 28, 2019 at 11:40 a.m. Police received a complaint of an erratic driver on Highway 16 near Saskatoon. The plate provided was incorrect. Police conducted patrols of the area, but did not locate the vehicle. June 28, 2019 at 3:50 p.m. Police received a complaint of an erratic driver on Industrial Road near Warman. The caller advised that a car passed them, narrowly missing them. Police located the suspect driver and issued them a warning regarding their driving habits. July 2, 2019 at 5:40 a.m. Police received a complaint of a suspicious vehicle on Highway 14 near Asquith. The caller advised that the driver of the vehicle was slumped over the steering wheel. Police attended the scene and arrested a 50 year old male from the White Cap first nation. He was taken back to the Detachment to provide a breath sample. He was released a short time later on impaired driving charges. There were no injuries. July 5, 2019 at 9:20 p.m. Police received a complaint of a possible impaired driver on Highway 12 near Martensville. Police conducted patrols of the area, but did not locate any vehicles matching the description provided. July 7, 2019 at 7:10 p.m. Police received a complaint of a possible impaired driver on Highway 11 north of Warman. Police conducted patrols and located the vehicle. The 58 year old male driver of the vehicle was spoken to & found to not be impaired. There were no charges.

June 24, 2019 at 5:55 p.m. Police received a complaint of a theft from a business in Martensville. The caller advised that they found some items missing from the business and have the suspects on surveillance. Investigation into this matter is ongoing. June 25, 2019 at 9:30 a.m. Police received a complaint of mischief to property in Delisle. The caller reported that damage had been done to the ball diamond concession booth. Investigation into this matter is ongoing. June 29, 2019 at 12:14 p.m. Police received a complaint of a suspicious vehicle in the industrial area near Saskatoon. The caller stated that the vehicle was driving by slowly during the day. Police attended and spoke to the occupants of the vehicle. They were teaching a youth how to drive. There were no charges. June 29, 2019 at 10:50 p.m. Police received a complaint of possible shots being fired near Martensville. The caller thought that the sound was coming from somewhere near their property. Police patrolled the area, but unable to locate any suspicious people in the area. It is believed that it was possibly fireworks being set off for the long weekend. There were no further calls received. June 30, 2019 at 7:45 p.m. Police received a complaint of 2 males attempting to break into a house in Martensville. The caller advised that the males had been attempting to get into the house for approximately 20 minutes. Police attended the location and spoke with the owner of the home, who advised the males were friends of theirs that they did not want to speak to. There were no charges. July 2, 2019 at 3:10 p.m. Police received a complaint of shop lifting from a business in Martensville. Police arrested a 36 year old female and charged her with theft under five thousand dollars. She was released on documents for an upcoming court date and banned from the business. July 7, 2019 at 8:00 a.m. Police received a complaint of a theft from a business in Radisson. Police attended the location and arrested a 19 year old male from North Battleford. He was released on documents for an upcoming court date on theft related charges.

June 25, 2019 at 2:00 p.m. Police received a complaint of a young child standing at the side of the road holding a sign that seemed suspicious. Police attended the location and spoke to the adults in the residence, who advised that it was just a misunderstanding. There were no further calls received. June 25, 2019 at 3:10 p.m. Police received a complaint of a disturbance at a residence in Warman. Police attended the residence and arrested a 58 year old female in the residence. She was released a short time later on documents for an upcoming court date on assault charges. The 60 year old male in the residence was not injured. June 25, 2019 at 5:30 p.m. Police received a request for a well being check on an individual on a rural property near Langham. Police were able to make contact with the 52 year old male, who advised that they were safe and sound. June 26, 2019 at 11:30 p.m. Police received a complaint of a loud party at at residence in Martensville. Police attended the residence and spoke to the owner’s who agreed to turn the music down and take the party indoors. There were no further calls received. June 29, 2019 at 12:00 a.m. Police received a complaint of 3 males causing a disturbance in Osler. The caller advised that the males were shouting and being loud. Police attended the residence and spoke with the 30, 32 & 34 year old males who were intoxicated and fighting. They were advised to go inside and go to sleep, which they complied. There were no further calls received. July 1, 2019 at 7:45 p.m. Police received a complaint of an intoxicated male refusing to leave a business in Warman. Police attended the business and arrested the 64 year old male from Duck Lake and lodged him in police cells until he was sober. He was issued a ticket for being intoxicated in public. July 2, 2019 at 10:30 p.m. Police received a complaint of a hitch hiker on Highway 12 near Martensville. The caller advised that the male was stepping into traffic as cars went by. Police conducted patrols of the area, but did not locate any hitch hikers. There were no further calls received. July 3, 2019 at 6:15 p.m. Police received a complaint of a disturbance at a residence in Langham. Police attended the residence and arrested a 30 year old male in the residence. He was released a short time later on charges of uttering threats. There were no injuries. July 4, 2019 at 6:50 a.m. Police received a complaint of a male sleeping on the side of Highway 11 near Rheinland. Police attended the location and found a 36 year old male from Hatchett Lake first nation who was attempting to walk to Prince Albert. He was fine and continued on his way. There were no charges. July 4, 2019 at 11:10 p.m. Police received a complaint of a loud party at a residence in Martensville. Police attended the residence and spoke with the owner of the property, who agreed to take the party indoors. There were no further calls received. There were no charges. July 6, 2019 at 12:05 a.m. Police received a complaint of a loud party at a residence in Martensville. Police attended the residence and spoke with the residents, who agreed to turn the music down and take the party indoors, there were no further calls received. July 6, 2019 at 7:15 p.m. Police received a complaint of an assault at a location near Saskatoon. Police attended the scene and arrested and charged a 35 year old female from Saskatoon and a 34 year old male, also from Saskatoon. They were released on conditions for an upcoming court date on assault related charges. There were no injuries. July 7, 2019 at 8:20 p.m. Police received a request for a well being check on a person in Radisson. The caller reported that they were unable to contact the person & were concerned. Police attended the 71 year old female’s residence who advised she was fine. July 8, 2019 at 12:15 a.m. Police received a complaint of a suspicious male walking on Highway 11 near Warman. Police attended the location and spoke with the 24 year old male from Southend, who advised he was walking to Prince Albert after having an argument with a family member. While members were on scene, the male’s ride arrived from Prince Albert. There were no charges. On July 13 and 14, residents and visitors to the province are welcome to fish in any of Saskatchewan’s public waters open to sport fishing without purchasing a fishing licence. “Free fishing weekend is a great opportunity for families and visitors to make summer memories at one of our province’s many lakes,” Environment Minister Dustin Duncan said. “And Saskatchewan offers some of the best freshwater fishing in the world.” Anyone planning to take part in free fishing weekend should note that all other fishing regulations, including possession limits, gear restrictions and size limits on some lakes and rivers, remain in effect.
Free fishing weekend does not apply in national parks and anyone planning on taking fish out of the province must purchase a licence. An exciting recreational opportunity this summer is a new 9-hole Disc Golf Course at Zane Dmytryshyn Park in Warman. The first tee is at Lakeridge Drive, just across the street from Crystal Springs Lake.
The objective of disc golf is to complete a course by throwing a disc into a metal basket in the fewest “throws” (similar to “strokes” in golf). Each player needs at least one disc, but there could be three: a driver (a very flat, fast moving disc designed to glide for long distances), a mid-range (a bit heavier and thicker than drivers, made to be steady, straight flyers) and a putter (the heaviest and thickest discs, built to stand up to hitting the metal baskets). Atlas Outdoors and Recreation in Warman carries a selection of Disc Golf discs, so stop in to get yours! The game starts with each player throwing from the tee. A player can run up to gain more momentum on the throw. The disc can be thrown like a frisbee with a backhand type motion, or with a forehand flick like a side-armed pitcher. Each technique takes a bit of practice. Players takes turns throwing the first shot off the tee. The course may have some natural obstacles to the flight of the disc but the terrain must not be altered by the players in any way. Players must play the course as they find it. There are no rules against having more than four players tee off together in disc golf but if a team is holding up players behind them, it is considerate to let them play through. Each successive throw is made from where the previous throw landed. The player farthest away from the basket always goes first to avoid anyone getting hit with a disc (it hurts!). At this point a player may want to switch discs to a mid-range, leaving a disc on the ground as a marker. The front foot should be behind the marker disc when throwing. When putting (the shorter throws closest to the basket using the putter disc), it is a common throwing method to place the index finger along the rim of the disc and the thumb on top. Fan the other three fingers underneath and toss the disc in front of the body using a rocking motion towards the basket. When each player has landed his or her disc in the basket the hole is completed. Proceed to the teeing area of the next hole until all holes have been played. Keep track of the number of throws each player has on each hole using a scorecard (you can print one out here). The player with the lowest score wins. It’s not a bad idea to occasionally forget about a scorecard and just play for fun! (The scorecard can also be found on the Parks and Playground page on this website under Zane Dmytryshyn Park)
A few of the rules of our Warman course to keep in mind are: Park patrons have priority and always let them know that you're playing disc golf so they have the opportunity to get out of the way. Please be careful that your discs don't land in area residents' back yards as you are not permitted to retrieve your discs from private property. If you must retrieve your disc from a private yard, don't trespass - go around to the front door and ring the bell to ask for permission. Remember you are liable for any damage your discs cause. Dogs must be leashed, don't litter, let smaller groups play through and all throws on or over the road should be brought back into the course. All of the rules specific to the Warman course are posted before the first tee along with the course map.
Disc golf is free to play so it is an inexpensive way to spend some fun recreational time with family and friends. Residents of Warman are fortunate to be able to learn and enjoy the sport this summer, so gather your discs and your friends and get throwing!

William Thomas Molloy, Saskatchewan's 22nd Lieutenant (current) Governor passed away July 2nd, 2019. Molloy was sworn in on March 21, 2018. On May 7, 2019, Molloy's office announced that he had been diagnosed with pancreatic cancer and was stepping away from his post to undergo treatment, with his duties temporarily being taken over by Robert G. Richards, Chief Justice of Saskatchewan.

Warman Flag Protocol Policy (P41-2019)
Warman City Council recently adopted the Flag Protocol Policy (P41-2019) on the June 24th Meeting of Council. Specifically itemised in the Flag Protocol, clause 4.4(c)(v) Lieutenant Governor (current sitting) is listed for consideration by Mayor and Council to lower the flags to half-mast in a sign of respect. This is the first opportunity for the policy to be instituted and acted upon.

William Thomas Molloy OC SOM QC (July 27, 1940 – July 2, 2019) was a Canadian lawyer, treaty negotiator, and Chancellor of the University of Saskatchewan. He was the 22nd Lieutenant Governor of Saskatchewan. His appointment as Lieutenant Governor was made by Governor General of Canada Julie Payette on the Constitutional advice of Prime Minister of Canada Justin Trudeau on January 22, 2018, to succeed Vaughn Solomon Schofield. Molloy was sworn in on March 21, 2018, at the Saskatchewan Legislative Building. He was the viceregal representative of Queen Elizabeth II of Canada in the Province of Saskatchewan. The Government of Saskatchewan issues press release Passing of Lieutenant Governor W. Thomas Molloy Released on July 2, 2019 Premier Scott Moe regrets to share the sad news of the death of Saskatchewan’s Lieutenant Governor the Honourable W. Thomas Molloy, O.C., S.O.M., on July 2nd, 2019, following a courageous battle with pancreatic cancer. “Krista and I are saddened by the news of the passing of our Lieutenant Governor. On behalf of the Government of Saskatchewan and people of our province, I offer my sincere condolences to Mr. Molloy’s family, and to the many that called him a friend. His Honour had a lasting impact on our province and nation in his five decades of dedicated service. His many contributions to the betterment of our country leaves a tremendous legacy that I hope provides his family with some comfort in this time of grief.” (Premier Scott Moe)
Mr. Molloy was installed as the 22nd Lieutenant Governor of Saskatchewan on March 21st, 2018. Since his installation, he took part in hundreds of events, earning the admiration and affection of people across the province. He participated in many celebrations with Indigenous communities, in addition to his support for youth, mental health initiatives, literacy, new Canadians, and seniors.
Molloy, a respected Saskatoon lawyer, negotiator, and author, was renowned for his treaty-making and reconciliation with Indigenous peoples. His work in the Nunavut Land Claims Agreement and the historic Nisga’a Final Agreement in British Columbia led to his investiture as an Officer of the Order of Canada in 1996, and as a Member of the Saskatchewan Order of Merit in 2012. Among many other accolades, he received the 2018 Ramon John Hnatyshyn Award for Law from the Canadian Bar Association. He also served as Chancellor of the University of Saskatchewan from 2001 to 2007, and was Chancellor Emeritus. Books of condolence will be available for the public to sign at Government House, in the main lobby of the Legislative Building in Regina, and at City Hall in Saskatoon, beginning on Wednesday July 3rd, 2019.
